FAR 52.219-29Notice of Set-Aside for Women-Owned Small Business

Restricts competition to Economically Disadvantaged Women-Owned Small Business (EDWOSB) concerns in eligible industries. Companion clause 52.219-30 covers WOSB set-asides.

When This Clause Applies

Used in EDWOSB set-asides in industries the SBA has identified as substantially underrepresented by women-owned businesses. Sole-source EDWOSB awards permitted under specific dollar thresholds.

What This Means for Contractors

Only certified EDWOSBs may compete. Certification through SBA is required. Eligibility is industry-specific (NAICS-based) — check whether the NAICS is on the WOSB or EDWOSB list. A woman must own at least 51% and control the firm; for EDWOSB, additional economic disadvantage thresholds apply.

Common Pitfalls

  • 1Bidding before completing SBA certification (mandatory since 2020)
  • 2Misidentifying the NAICS as WOSB-eligible when it is not
  • 3Inadequate documentation supporting woman-owner control
