FAR 52.219-6Notice of Total Small Business Set-Aside

Restricts competition to small business concerns for the specific NAICS code identified in the solicitation.

When This Clause Applies

Required when the contracting officer sets aside an acquisition exclusively for small business participation under FAR 19.502-2.

What This Means for Contractors

Only small businesses (per the solicitation's NAICS size standard) may submit offers. Offerors must self-certify size at the time of offer. The Rule of Two governs set-aside decisions — COs must set aside when there's reasonable expectation that two or more small businesses will submit offers at fair prices.

Common Pitfalls

  • 1Bidding on a set-aside without verifying current small business status under the solicitation's NAICS
  • 2Confusing 'total' set-aside with 'partial' set-aside (FAR 19.502-3)
  • 3Not protesting an improper full-and-open solicitation where Rule of Two suggests a set-aside
