What This Means for Contractors
Offerors must accurately represent their small business status under the solicitation's NAICS. Misrepresentation triggers False Claims Act liability, civil penalties, and debarment. Reps made annually in SAM.gov, with solicitation-specific reps overriding when conflicts arise.
