FAR 39.201 — Section 508 Accessibility Requirements
Implements Section 508 of the Rehabilitation Act — requires federal IT products and services to be accessible to people with disabilities, as detailed in the Section 508 Refresh standards.
When This Clause Applies
Required in federal contracts for the development, procurement, maintenance, or use of electronic and information technology (EIT). Applies to software, websites, hardware, and multimedia content.
What This Means for Contractors
Contractors must conform to the Section 508 Refresh accessibility standards (which incorporate WCAG 2.0 Level AA for web content). Voluntary Product Accessibility Templates (VPAT) using the ITI ACT format are typically required at proposal to document conformance.
Common Pitfalls
- 1Outdated VPATs that don't reflect product updates
- 2Treating Section 508 as a checkbox rather than ongoing conformance
- 3Failing to design accessibility into custom-developed government applications from the start
