Standard instructions for preparing and submitting offers on commercial item solicitations issued under FAR Part 12.
When This Clause Applies
Mandatory in all solicitations using FAR Part 12 commercial item procedures, regardless of dollar value.
What This Means for Contractors
Defines submission format, content requirements (price, delivery, technical), and evaluation criteria for commercial item proposals. The CO can tailor specific paragraphs but cannot remove the clause entirely. Pay particular attention to the late-proposal rule and to any tailoring statements in the solicitation.
Common Pitfalls
- 1Missing the proposal deadline by even one minute (late = nonresponsive in most cases)
- 2Failing to acknowledge amendments via SF 30 or the equivalent in eOffer/PIEE
- 3Submitting commercial pricing without supporting market data
- 4Not addressing tailored paragraphs the CO inserted
