FAR 52.225-13 — Restrictions on Certain Foreign Purchases
Prohibits contractors from acquiring supplies and services from countries, entities, or individuals subject to U.S. economic sanctions administered by OFAC.
When This Clause Applies
Required in all FAR-based contracts above the micro-purchase threshold, including commercial items.
What This Means for Contractors
Contractors must screen suppliers and subcontractors against OFAC's Specially Designated Nationals (SDN) list and country-specific sanctions programs. Violations can trigger civil and criminal penalties and contract termination.
Common Pitfalls
- 1Not screening lower-tier suppliers (flowdown obligations apply)
- 2Using outdated SDN list (OFAC updates frequently)
- 3Ignoring country-specific embargoes (Cuba, Iran, North Korea, Russia/Belarus, Syria)
