You find an opportunity on SAM.gov. The scope looks right. The NAICS code matches. The set-aside fits. So you start pulling the thread — and within an hour, you are buried in spreadsheets, FPDS searches, and browser tabs, trying to answer questions that should not be this hard: Who is the incumbent? What did they charge? How many times has this contract been recompeted? What is a realistic win probability?
The information exists. It is scattered across FPDS, USAspending, GSA CALC, agency budget justifications, and decades of contract modification records. The problem is not data availability. The problem is that no one has built an intelligence layer on top of it that actually understands what government contractors need.
That is what we are building.
What Aliff Copilot Will Be
Aliff Copilot is our proprietary AI model, currently in training and purpose-built for government contracting. It is being trained on 47 years of federal procurement data from the Federal Procurement Data System. It will understand the entire Federal Acquisition Regulation and the Defense Federal Acquisition Regulation Supplement — not as text it memorizes, but as a regulatory framework it can reason about.
This is not a generic chatbot with a government contracting prompt pasted in front of it. Aliff Copilot is being built from the ground up for one domain. It will know federal agency spending patterns and state-level procurement trends across all 50 states. It will analyze competitor award histories across decades. It will understand pricing benchmarks by NAICS code, agency, and region — in both federal and SLED markets. And it will connect to live government databases during conversations, pulling real data as it works with you.
When you ask it “Who are the top three incumbents for IT services at the Department of Veterans Affairs, and what have they charged over the last five years?” — it will not guess. It will retrieve real award records, analyze pricing trends, and give you an answer grounded in verifiable public data.
Why We Built It
The government contracting intelligence market has a structural problem.
Enterprise platforms like GovWin IQ charge $15,000 to $50,000 per year. Even at that price, they still require human analysts to interpret the data and produce actionable intelligence. Traditional GovCon consultants charge $200 to $500 per hour, which puts sophisticated competitive analysis out of reach for most small businesses.
The result: the contractors who need intelligence the most — small and mid-size firms trying to grow their federal business — are the ones least likely to have it.
And the gap is even wider in SLED markets. The $2 trillion state and local sector has virtually no equivalent intelligence tooling. Contractors pursuing state IT modernization contracts or education technology opportunities are working with even less data than their federal counterparts.
We are building Aliff Copilot to change that. To democratize GovCon intelligence — across both federal and SLED markets — so that a 10-person 8(a) firm pursuing its first prime contract will have access to the same quality of competitive analysis as a publicly traded defense contractor.
